Marks on one of your records

Every flag from another rescue that matches this person or this animal, newest first. Ones already set aside are included, with dismissed_at set, because a mark that vanished when somebody waved it away would be one nobody could ever find again.

ONLY FLAGS YOU COULD OPEN ARE RETURNED. The registry lets another rescue read a flag that is on the network and active, or one awaiting review if you may review it. A mark you cannot open would be a record saying somebody was flagged with no way to learn what for, which is an accusation rather than a warning. Needs read on the Registry.
